  20. making it legal for Israeli citizens to talk to members of the
  21. Palestine Liberation Organization. Taking swift advantage, none
  22. other than Yasser Arafat was on the line from his headquarters
  23. in Tunisia to an Israeli television talk show, offering his
  24. enemies a "piece of the peace." Still, the government insists it
  25. will not speak directly to the P.L.O., despite leftists in the
  26. ruling coalition advocating an open dialogue.
